Seat belt violation leads to drug trafficking charge

Two people were arrested and charged with drug trafficking following a traffic stop in Toccoa.

A news release from the Stephens County Sheriff’s Office says Nicky Holbrooks, 58, was stopped on Poplar Street on July 3 for a seat belt violation.

“Due to his [Holbrooks] nervous nature and history, the deputy requested consent to search the vehicle,” a news release from the sheriff’s office states.

Holbrooks consented to the search, but his female passenger, Amy Massey, 47, of Martin, refused to let the deputy check her purse for possible weapons, the release states. When Massey became “defensive,” the deputy restrained her.

During the search, the deputy reportedly found half a pill of what was later identified as phentermine hydrochloride, a Schedule IV controlled substance. In a large black case, the deputy also found three bags of suspected methamphetamine, a digital scale, and other drug-related objects, according to the sheriff’s office.

The suspected meth weighed approximately 40.3 grams, well above the limit of 28 grams for a trafficking charge.

Authorities arrested Holbrooks and Massey and charged them with drug trafficking, possession of methamphetamine, obstruction, and other charges. They were booked at the Stephens County Jail.
