There were major developments Thursday in White County regarding the COVID-19 pandemic. The county commission and Cleveland City Council both declared states of emergency.
The move strictly limits social gatherings and some business operations in the county, which recorded its first case of confirmed COVID-19 on Wednesday, March 25.
