Handcuffed suspect kicks out window, escapes from patrol car

A driver faces multiple charges after trying to escape during his arrest for hit-and-run in south Habersham County.

30-year-old Randy Alan Ramey was handcuffed in the back of a Georgia State Patrol car when he kicked out the rear passenger side window and fled. The arresting officer tased him during the escape attempt, a state patrol report says.

It began with a hit-and-run

The incident began around 4:13 p.m. Tuesday, October 10, when Ramey, driving a Ford Fusion, attempted to cross over all four lanes of traffic on GA 365 from Charlie Davis Road without yielding. As he crossed into the northbound lanes, troopers say the Fusion struck the rear of a Toyota Camry driven by 29-year-old Karen Garcia of Clarkesville.

Garcia brought her vehicle to a safe stop on the side of the highway. Ramey left the scene and returned a short time later.

“A Toccoa trooper contacted Mr. Ramey, who arrested him for DUI and leaving the scene. Mr. Ramey was placed in the rear of the Georgia State Patrol Dodge Charger. A short time later, Mr. Ramey rotated his arms around the front of his body and kicked out the rear passenger side window,” the report states.

After Ramey exited the vehicle, the state trooper stopped him and then tased him when Ramey allegedly tried to put up a fight.

Multiple charges

After subduing Ramey, the arresting officer placed him in another patrol vehicle. Officers transported him to the Habersham County Detention Center.

The state trooper charged Ramey with two felony counts for escape and criminal interference with government property. The trooper also charged him with eight misdemeanors, including DUI, reckless driving, hit-and-run, obstruction of an officer, failure to report an accident, violating the hands-free law, and two counts of driving with faulty tires.

Neither Ramey nor the trooper were injured in the incident, according to the report.

Garcia sustained a possible minor injury in the wreck but did not require hospital transport. Both a passenger in her vehicle and a passenger in Ramey’s vehicle were unhurt.
