Cleveland to sell old water plant building

(WRWH)—The city of Cleveland is selling the old city water plant located on Highway 129 north of town. The facility sits on a little over two acres of land and, according to City Administrator Kevin Harris, has a tax appraised value of $409,000. Harris said the facility, which has been sitting idle for a number of years, has no good use or public benefit to the city.

The council voted to allow the City Administrator to dispose of the property.

During their meeting Monday, April 14, the council also approved the disposal of several vehicles and equipment no longer usable by the city. Last year, the city auctioned off a large list of  vehicles, and Harris said they decided then they would do this on an annual basis.

Two fire department aerial trucks, which are being sold as parts or collector items, a public works service truck, and three surplus police vehicles were among the items approved for disposal. The council allowed staff to sell, trade, or auction off the items.

The city council, following an executive session Monday, approved authorizing the Mayor to sign a Purchase and Sale Agreement to convey for the sum of $0, the described portion of Tax Parcel No. 048A 079A to Grace of Georgia Developments, LLC, to provide access to an adjacent parcel of property, in accordance with  Georgia law, because the size, shape, and character of the parcel has no independent development use and use as access to the adjoining property is the highest and best use of the property, and the proposed development is expected to be of benefit to the City.

The property is adjacent to Donald Thurmond Parkway, across from Walmart. The purchase of the property and the deed shall contain a reversionary clause that states the ownership of the property shall revert to the City if construction of access across the deeded property has not commenced by December 1, 2028.

Grace of Georgia is working to develop the property, which will include a medical office facility, an assisted living building, and a small boutique hotel.
