
TOCCOA, Ga. — A Stephens County drug investigation has uncovered a theft ring involving FedEx Ground subcontracted delivery drivers accused of stealing packages from local residents, authorities revealed Friday.
How the case started
According to the Stephens County Sheriff’s Office, the investigation began on April 1 after a resident reported a package marked “delivered” had never arrived. The victim later learned their package had been sold on Facebook Marketplace.
Deputies traced the sale to Quandrickus Dominique Major, 35, of Martin, a driver for a FedEx Ground subcontractor. Investigators say Major stole the package in March and sold it locally.

What investigators found
On May 2, investigators searched Major’s home on Webb Road. Inside, they found illegal drugs, drug paraphernalia, and multiple FedEx packages and packing slips belonging to other individuals, the sheriff’s office said.
Major was arrested later that day and charged with misdemeanor theft by receiving stolen property, possession of marijuana (both less than an ounce and more than an ounce), and possession of drug-related objects. He was later released on a $16,000 bond.
Investigation expands
As the case developed, investigators discovered that other drivers from the same subcontractor were also allegedly involved.
Working with FedEx, SCSO identified two additional drivers: Daniel Glasco, 35, of Toccoa, and Quentin Jackson, 37, of Toccoa. On October 1, during search warrants connected to a larger drug trafficking investigation, both men were arrested. Investigators recovered numerous stolen items believed to have been taken from FedEx Ground trucks during deliveries.


Manathan Colbert, 43, and Quincy Jones, 33, were also found with stolen merchandise that investigators say was traded for illegal drugs.


Additional charges and ongoing search for victims
Glasco now faces charges of theft by taking and theft by receiving stolen property. More charges may follow, and the GBI has also brought RICO charges tied to the broader drug trafficking case.
The subcontractor has terminated all drivers identified in the theft ring and FedEx has cooperated fully throughout the investigation, the sheriff’s office said.
